Basic Design and FEED - Persian Gulf Star Gas Condensate Refinery

Project Overview

  • Preparation of feasibility studies and front-end engineering design (FEED) for the development of a large-scale gas condensate refinery in Bandar Abbas, intended to process condensates gathered from the Assaluyeh region into high-value fuel products.
  • The feasibility phase was undertaken by the Oil Design and Construction Company in partnership with Foster Wheeler (UK). Upon completion of the studies, the company secured the basic engineering contract through a competitive bidding process.
  • Basic engineering activities were executed jointly with Engineers India Limited (EIL). The project incorporated licensed process technologies from internationally recognized licensors, including Technip, Axens, and UOP, particularly for downstream processing units.

Project Objectives

  • Production of 3 million liters per day of LPG
  • Production of 13.2 million liters per day of diesel
  • Production of 3.3 million liters per day of kerosene and jet fuel
  • Production of 37 million liters per day of regular and premium gasoline meeting Euro 5 international standards

Project Overview

  • Integrated EPCC execution of the refinery expansion program at Imam Khomeini Oil Refining Company (Shazand), aimed at capacity increase, product upgrading, and environmental compliance enhancement.

 

Scope of Work

  • Process design and detailed engineering
  • Global sourcing and procurement of critical equipment and materials
  • Construction and installation
  • Pre-commissioning execution and commissioning support

 

Project Objectives

  • Full compliance with environmental regulations
  • Daily production of 3 million liters of 100-octane premium gasoline
  • Reduction of fuel oil output and conversion into higher-value products
  • Increase gasoline production capacity from 4.6 to approximately 16 million liters per day
  • Increase in overall refinery capacity from 170,000 to 250,000 barrels per day
  • Upgrading all refinery products to meet Euro 5 international quality standards

  • Gasoline: 16 million liters per day
  • Diesel: 10 million liters per day
  • Kerosene: 6 million liters per day
  • Fuel oil: 2 million liters per day
  • LPG: 21,000 barrels per day
  • Propylene: 7,000 barrels per day
  • Bitumen: 6,000 barrels per day

 

Project Highlights

  • Daily gasoline production reaching 16 million liters
  • Installation of 1,708 tons of major equipment
  • First refinery in the country equipped with a propylene production unit
  • Construction of 13 large-scale reactors ranging from 650 to 1,350 tons
  • Installation of the country’s heaviest integrated equipment: 1,470-ton Regenerator Reactor
  • Fabrication and erection of a 1,000-ton C3 Splitter column (100 m height, 6 m diameter)
  • Full compliance with Euro 5 environmental standards
  • Recognized in 2013 as a National Mega Project Award Winner
